District 10 Supervisor Malia Cohen recently sponsored an Initiative Ordinance that would amend the San Francisco Business and Tax Regulations Code to impose an additional gross receipts tax on cannabis, as described below:

Motion ordering submitted to the voters, at an election to be held on November 6, 2018, an Ordinance amending the Business and Tax Regulations Code to impose an additional gross receipts tax, starting January 1, 2020, on gross receipts from cannabis business activities, but exempting the first $500,000 of gross receipts and exempting retail sales of medicinal cannabis; said tax for 2020 to be set at a rate of 2%, which will increase in 2021 to between 2% and 5% depending on the type of cannabis business activity and amount of gross receipts, and which may be adjusted at any time within a range of 0% to 10% by Ordinance adopted by a two-thirds vote of the Board of Supervisors; and increasing the City’s appropriations limit by the amount collected under the new tax for four years from November 6, 2018.

The Green Cross has many concerns about the negative impact this proposed legislation will have on cannabis businesses, medical cannabis patients, and adult use consumers. Here is copy of the letter we recently submitted to the San Francisco Board of Supervisors with our feedback:

We encourage all concerned members to learn more about the Initiative Ordinance by reviewing the legislation text and legislative digest. In addition, we recommend writing a letter of your own to the Board of Supervisors to address your concerns and make your voices heard.

Trump’s biggest legacy might be federal cannabis legalization

Picture
President Donald Trump could solidify his legacy in the White House by signing a federal cannabis legalization bill in the next few months.

Ever since Donald Trump started running for president of the United States he was firm on his position that medical marijuana should be legal, even going so far to voice his thoughts on national television during one of his speeches during the campaign run. Read more »

7 mayors want pot removed from federal list of illegal drugs

Picture
PORTLAND, Ore. (AP) — Mayors from seven U.S. cities in states with legal marijuana said Monday they have formed a coalition to push for federal marijuana policy reform just days after President Donald Trump expressed support for bipartisan congressional legislation to ease the federal ban on pot.

Mayors from Denver, Seattle, Portland, San Francisco, Los Angeles, Las Vegas and West Sacramento — all in marijuana-friendly states — sponsored a resolution at the U.S. Conference of Mayors in Boston that asked the U.S. government to remove cannabis from a list of illegal drugs, among other things.  Read more »

Scott Wiener and Compassionate Care

The state senator drafts a bill that would exempt not-for-profit medical cannabis donation programs from state taxes.

There are many flaws to be found in Proposition 64, but one of the most egregious oversights was a failure to ensure that compassionate-care programs would not be taxed out of existence. These not-for-profit programs, which provide free cannabis to seriously ill and disadvantaged patients, preceded the modern marijuana industry. Before there were snazzy dispensaries and designer vaporizers, San Francisco’s pot was largely provided for free by the likes of activist Dennis Peron and others who saw the merit in using marijuana as medicine. Read more »

How Drug Education Is Changing in the Era of Marijuana Legalization

Picture
Drug education in the past usually boiled down to simple platitudes like, "Just Say No!" But today, many states have legalized medical and recreational marijuana, so the idea of telling kids to "Just Say No," when adults are enjoying cannabis legally and safely is out-of-date. So how are drug education programs changing in this new world?

The biggest thing drug education programs are doing now is allowing students to have informed and open conversations about drugs, primarily marijuana. In San Francisco, around 20 schools are using a curriculum called "Being Adept" that allows students and teachers to discuss the risks behind marijuana, as well as the motives for why people would use the drug. It's not about using old-fashioned scare tactics, but rather about making sure children have a full understanding of what marijuana is and how it works. The Being Adept program even teaches students about the different kinds of marijuana products available, including edibles, concentrates and more. Read more »

We hope you're enjoying a wonderful summer thus far! Please stop by The Green Cross again soon!
